If a user has their office license stripped before their mobile is retired in Intune then it'll become activation locked. Intune stores the bypass code for these situations under the device hardware tab on the Endpoint Manager
(Plug the iPhone into your PC and connect to iTunes once on activation lock page. Sign in with the activation bypass on username and password.)
